»Accelerating Environmental Impact Assessment and Strategic Environmental Assessment. The Necessity of an Administrative Case-by-Case Examination«: An empirical study conducted by the author shows that the case-by-case examination is time-consuming. The causes of this are manifold, whereas the possibilities for acceleration are limited. By contrast, the setting of legislative criteria for determining projects exempt from EIA and plans exempt from SEA offers potential to accelerate planning and permit-granting procedures. The thesis therefore develops abstract standards for legislation in conformity with (European Union) law.

Chiara Kemnitz studied law at Ruhr University Bochum with a focus on public law. After passing the First State Examination in Law, she completed her legal traineeship, including a placement at the Administrative Court. Following the Second State Examination in Law, she worked as a lawyer at a commercial law firm in the field of public law, including planning and environmental law. She is currently a research associate in the Department of Spatial Planning at TU Dortmund in the research group »Spatial Planning and Environmental Law«, led by Prof. Dr. Grigoleit.
