»The Introduction of a Vaccination Mandate in the Federal Republic of Germany. A Constitutional Analysis in Light of the COVID-19 Pandemic«: The paper examines the constitutional permissibility of a vaccination mandate for individuals from the age of 18. The focus is on the proportionality between individual self-determination and state health protection. Alternatives such as information campaigns, incentives, or access restrictions are discussed, as well as the requirements and exemptions necessary for a constitutionally compliant implementation. Finally, the instruments for enforcing compulsory vaccination are discussed.

Tim Roman Wiest studied law at the University of Cologne and passed the First State Examination in Law at the Higher Regional Court of Cologne in 2020. Subsequently, he worked as a research assistant in the examination and exam preparation course at the University of Cologne. In parallel, he wrote his doctoral dissertation under the supervision of Professor Dr. Dr. h.c. Stefan Muckel. Since February 2025, he has been completing his legal clerkship with the State of North Rhine-Westphalia in the jurisdiction of the Higher Regional Court of Cologne, with placements including the Administrative Court of Cologne and the labor law department of a commercial law firm.
